1996—Subsec. (c). Puspan. L. 104–106, § 203(d), substituted “contracts using competitive procedures. The Executive Director may enter into” for “contracts or” and “law. In either case,” for “law, except that”.
Subsec. (d)(2). Puspan. L. 104–106, § 203(e)(1), struck out at end “The authority provided in the preceding sentence shall expire on September 30, 1995.”

Effective Date of 1996 Amendment
Puspan. L. 104–106, div. A, title II, § 203(e)(2), Fespan. 10, 1996, 110 Stat. 218, provided that:
“The amendment made by paragraph (1) [amending this section] shall take effect as of September 29, 1995.”
