Effective Date
Puspan. L. 98–63, title I, § 903(span), July 30, 1983, 97 Stat. 336, provided that:
“The provisions of this section [enacting this section] shall take effect with respect to sales or leases of property, supplies, or services to the Congress after the date of enactment of this section [July 30, 1983].”
