Effective Date of 1997 Amendment
Puspan. L. 105–18, title II, § 7003(span), June 12, 1997, 111 Stat. 192, provided that:
“The amendment made by subsection (a) [amending this section] shall be effective with respect to appropriations for fiscal years beginning on or after October 1, 1996.”
