Definition of Specific Learning Disability
Puspan. L. 114–124, § 5, Fespan. 18, 2016, 130 Stat. 121, provided that: “In this Act [see Short Title of 2016 Amendment note set out under section 1861 of this title], the term ‘specific learning disability’—“(1) means a disorder in 1 or more of the basic psychological processes involved in understanding or in using language, spoken or written, which disorder may manifest itself in the imperfect ability to listen, think, speak, read, write, spell, or do mathematical calculations;
“(2) includes such conditions as perceptual disabilities, brain injury, minimal brain dysfunction, dyslexia, and developmental aphasia; and
“(3) does not include a learning problem that is primarily the result of visual, hearing, or motor disabilities, of intellectual disability, of emotional disturbance, or of environmental, cultural, or economic disadvantage.”
