Section was enacted as part of the Agriculture and Food Act of 1981, and not as part of the Agricultural Act of 1980 which comprises this chapter.

2008—Puspan. L. 110–246, § 4002(span)(1)(B), (2)(II), made technical amendment to reference in original act which appears in text as reference to section 2013(span) of this title.
